Small business bill provisions

I have heard only vague and confusing descriptions of the recently passed small business bill. Where can I find details about the contents? In particular, the tax break on health insurance is very unclear. When does it take effect, and exactly how does it work? The Chamber would be doing a great service if it posted the details.

In terms of the tax break on health insurance, are you referring to Sen. Johanns Amendment which supported the repeal of the 1099 provision included in the Health Care Bill? http://www.uschamber.com/issues/letters/2010/letter-supporting-johanns-amendment The amendment was part of the bill but was ultimately struck from the final piece of legislation.
